- Short Title and Commencement.
- These regulations may be called the Government College Women University Sialkot. Admission Regulations 2015.
- These shall come into force at once and will be applicable to the female students admitted in w-e- f the year 2015 at the main campus, affiliated colleges and sub campuses.
- Definition
- In these regulations “University” means the Government College Women University, Sialkot.
- Website means the Website of Government College Women University, Sialkot, www.gcwus.edu.pk.
- “Affiliated Colleges” mean the Affiliated Colleges of Government College Women University, Sialkot.
- “Sub Campuses” mean the Sub Campuses of Government College Women University, Sialkot.
- “Vice- Chancellor” means the Vice-Chancellor of Government College Women University, Sialkot.
- “Registrar” means the Registrar of Government College Women University, Sialkot responsible for admission and registration.
- “Principal” means the Principal of Affiliated College.
- “Admission Committee” means Committee constituted for admission in the main campus, and in the affiliated colleges and in sub campuses.
- “Student” means the student of the Main Campus Sialkot as well of the Affiliated Colleges and Sub Campuses.
- “Director” means the Director of Sub Campus.
- Academic Session
The academic session for the undergraduate, graduate and postgraduate degree of Government College Women University, Sialkot, its affiliated colleges and sub campuses shall start in September and Conclude in June every year.
- Post-Graduate Program:
Government College Women University shall offer PhD programs, duly approved by HEC, for female students in all faculties.
- Admission Policy:
Admission will be carried out once a year after the announcement of results of MS programs. The admission will be purely on merit basis.
- Eligibility Criteria: for PhD program (as per HEC guidelines) is as follows:
- A minimum CGPA of 3.0 (out of 4.0 in the semester system) or 1 st division (in annual system) in MS/M. Phil/Equivalent degree is required.
- A subject test conducted by National Testing Service (NTS) or ETS, USA in the area of specialization chosen at the PhD level must be cleared prior to admission for the PhD program.
- In case of GAT Subject test a minimum of 60% marks is required to pass the test.
- In case of GRE Subject a minimum percentile score of 60% is required.
- If the test is not available in NTS subject list, then a University committee onsisting of at least 3 PhD faculty members in the subject area and approved by the HEC will conduct the test at par with GRE Subject test and qualifying score will be 70%.
- The admission will be advertised in national newspapers and on University website.
- The candidates will apply to the relevant teaching department through admission committee. The departmental doctoral committee chaired by chairperson of the department will scrutinize the application forms and synopsis of research plan and interview the candidate for suitability for research. On successfully satisfying the departmental doctoral committee, the candidate will be registered as PhD student in the relevant department. Two marks will be deducted from the marks obtained out of 100 marks for each late year to a maximum of two years.

- Graduate Programs:
Government College Women University shall offer MS programs, duly approved by HEC, for female students in all faculties.
- Admission Policy:

- Eligibility Criteria for MS program (as per HEC guidelines) is as follows:
- Sixteen years of education will be required for admission in MS programs.
- A minimum CGPA of 2.5 (out of 4 in the semester system and 1 st division in annual system in undergraduate degree is required.)
- A University committee consisting of at least 2 PhD members in the subject area will conduct a subject test at par with NTS-GAT test and qualifying score will be 60%.
- The admission will be advertised in national newspapers and on University website.
- The candidates will apply to the relevant teaching department through admission committee. The departmental admission committee will scrutinize the application forms and interview the candidate for suitability.
- On successfully satisfying the departmental admission committee, the candidate will be registered as MS student in the relevant department.

Eligibility Criteria
- The candidates seeking admission to the M.A/M.Sc. Classes must have B.A / B.Sc. (14 years) from any public / private institution at least in 2nd division. The Private students are also eligible to apply.
- The students must have studied the major subject B.A / B.Sc. level (in which she is seeking admission).
- All the students may apply for BS English and I.T however the students who have studied English Literature will be given preference.
Two marks will be deducted from the marks obtained out of 100 marks for each late year to a maximum of two years.
Admission Policy:
Admission will be carried out once a year after the announcement of results of B.A / B.Sc. programs. The admission will be purely on merit basis.
(A) Admission on Open Merit
- Admission will be strictly on merit which shall be determined on the basis of overall marks in B.A / B.Sc. level or equivalent 14 years education.
- The candidates seeking admission to the M.A / M.Sc. Classes must have passed B.A / B.Sc examination from an institution recognized by the Government with at least 2 nd division and 50% marks in subject. Students passing intermediate examination as Private candidates are also eligible to apply.
(B) The Hafiz-E- Quran
Special consideration is given to Hafiz-E- Quran for admission and 20 additional marks are given per policy of Government subject on providing of the certificate to this effect from a recognized institution and qualifying the interview.
(C) The Admission on Reserved Seats:
The Candidates must apply on separate form for reserved seats.
- Disability Basis
- 2% seats are reserved for the disabled and handicapped applicants. Physical disability means disability that cannot be rectified by any equipment. Being short sighted and hard of hearing does not fall under the definition of disability for admission purpose. The candidates must attach the certificate of their physical disability issued by the District Disability Board with their forms and appear for interview before the admission committee.
- Sports Basis
- 2% seats are reserved on sports basis. The candidates must attach their Certificates of Board,
Division and District level sports competitions and then appear for trials and interview on the
dates duly notified.
- The decision of the admission committee shall be final.
- Co-Curricular Activities
- 1% seats are reserved on basis of Co-Curricular Activities. Co-curricular activities include Drama,
English Debate, Punjabi Debate, Urdu Debate, Qirat/Naat and Music.
- The candidates seeking admission on the basis of co-curricular activities shall fill in the special
form which shall not be considered on open merit if they have not filled a separate form for open
merit.
- These candidates must attach attested copies of co-curricular certificates with their application
form.
- They will have to appear for the trials/interview of co-curricular activities as per schedule
provided by the University.
- They will be required to actively participate in sports/ co-curricular activities within and outside
University locally as well as out of city.
- Semester freeze shall be allowed to these students without any additional fee.
- The decision of the admission committee shall be final.
- Reserved Seats for University Employees.
- 1% seats are reserved for the real daughters of serving University employees on inter-se- merit.
- Kinship Basis
- 2% seats are reserved on kinship basis. The candidate must attach the attested photocopy of
degree/certificate of her real sister, real mother or real grandmother.
- Additional Seats
The Candidates must apply on separate form for the following Additional Seats.
- Inter Provincial Seats:
20 seats are reserved for the students of other provinces.
Sindh, Balochistan, Khyber Pakhtoonkhwa, Gilgit, Baltistan, FATA & Azad Kashmir.
Candidates are required to attach the copy of domicile of herself as well as of
father/guardian.
- Foreign Seats:
Five seats are reserved for foreign students (with foreign passport) for bachelor program.
- Foreign students seeking admission have to apply for admission directly to the University and get
the letter of confirmation of admission. The rest of the procedure is as follows:
- The University will send a copy of the Admission Letter to the HEC.
- The HEC Pakistan will confirm and endorse admission after clearance from the Ministry
of Interior.
- The student will approach the Pakistani Mission abroad for Visa and will submit the following
documents:
- Application Form (Student Visa Form)
- Photocopy of passport
- Photograph
- Educational Documents
- Admission Letter of University
- All other documents required by the Pakistani Mission abroad.
- The Pakistani Mission abroad forwards all the documents to the Ministry of Foreign Affairs,
Islamabad for further processing.
- The Ministry of Foreign Affairs, Islamabad forwards all documents to the Ministry of Interior for
security clearance and a copy to Ministry of Education, Health and HEC, Pakistan.
- As per policy the Ministry of Interior takes about four weeks to complete the process and send
Visa advice to the Mission concerned and copy to the Ministry of Foreign Affairs and HEC,
Pakistan.
- The HEC sends information of Visa advice to Ministry of Education, Health and GC Women
University Sialkot.
- Visa to be issued for duration of studies will be renewed annually, inclusive of security clearance.
- The candidate, shall have to pay Rs. 25,000/ per Semester- in addition to regular dues of
the University.
- Seats For Daughters of Overseas Pakistanis:
- 2% seats in all disciplines are reserved for daughters of overseas Pakistanis. The candidate must attach
copy of employment certificate and passport of her father or guardian.
- General conditions for admission against the seats reserved for Overseas Pakistani Children shall be the
same as for the candidates applying for admission to BS/M.A/M.Sc. /MS/M. Phil in the University on Open Merit.
- The parents must be Pakistanis and working/engaged in a business in a foreign country. In case a
candidate's parent is employed in a foreign country.
- The candidates applying on this basis shall apply for admission directly to the University along with the
other candidates.
- The candidate, shall have to pay Rs. 20,000/ per Semester- in addition to regular dues of the University.

Eligibility Criteria
- The candidates seeking admission to the B.S. Classes must have passed Intermediate or A level
examination from any public / private institution at least in 2nd division. The Private students are
also eligible to apply.
- The students must have studied the major subject at intermediate level (in which she is seeking
admission).
- The candidates who have not studied Mathematics at intermediate level are not eligible to apply
for BS Mathematics.
- All the students may apply for BS English, however the students who have studied English
Literature will be given preference.
- The candidates applying for Fine Arts and Design & Visual Arts will have to qualify an aptitude
test.
- The subjects like Islamic Studies, Urdu, Pakistan studies, International Relations, Political science
and Sociology are open for all students
- Only I.Com qualified students are eligible to apply for B.Com and BBA
- The students are allowed to change their major subjects on merit only within seven working
days after commencement of classes.
Supplementary cases are not eligible to apply
Two marks will be deducted from the marks obtained out of 100 marks for each late year to a maximum
of two years.
- Admission Policy
The Admission to the B.S class is undertaken after the declaration of F.A/F.sc result by the Education
boards of the Province of the Punjab, according to the schedule announced by the Registrar Office
through advertisement in the leading newspapers. The application forms duly filled in and supported by
requisite documents must be submitted to the Registrar Office on or before the last date during University
academic hours.
(D)Admission on Open Merit
- Admission will be strictly on merit which shall be determined on the basis of overall marks in
Intermediate/A-levels or equivalent 12 years education to get admission in BS Social Sciences
while total marks in intermediate along with subject marks to get admission in BS natural
Sciences.
- The candidates seeking admission to the B.S Classes must have passed F.A/F. Sc or A level
examination from an institution recognized by the Government with at least 2 nd division and
50% marks in subject. Students passing intermediate examination as Private candidates are also
eligible to apply.
- The candidates who have passed A-level examination shall be required to submit equivalence
certificate from IBCC within three months of admission otherwise their admission will be
cancelled.
(E) The Hafiz-E- Quran
Special consideration is given to Hafiz-E- Quran for admission and 20 additional marks are given
per policy of Government subject on providing of the certificate to this effect from a recognized
institution and qualifying the interview.
(F) The Admission on Reserved Seats
The Candidates must apply on separate form for reserved seats. The candidates applying on
reserved seats must fulfill the eligibility criteria for admission in relevant subject.
j) Disability Basis
- 2% seats are reserved for the disabled and handicapped applicants. Physical disability means

be the same as for the candidates applying for admission to BS/M.A/M.Sc. /MS/M. Phil in the
University on Open Merit.
- The parents must be Pakistanis and working/engaged in a business in a foreign country. In case a
candidate's parent is employed in a foreign country.
- The candidates applying on this basis shall apply for admission directly to the University along
with the other candidates.
- The candidate, shall have to pay Rs. 20,000/ per Semester- in addition to regular dues of the
University.
- Admission Procedure
- The applicants may obtain admission forms along with the prospectus from the office of the
main campus, Sialkot and the offices of affiliated colleges and sub campuses on the day duly
notified and advertised.
- They are required to fill out the form in their own handwriting.
- The agreement at the back of the form must be signed by the applicant as well as by the parent
or guardian.
- They are directed to attach the attested photocopies of the following documents with the form
Detailed Marks Card of:-
- Matriculation / O-Level Certificate
- Detailed Marks Card of F.A/F.Sc/A-level Certificate
- Equivalence Certificates issued by IBCC
- Provisional character certificate from the institution last attended
- CNIC of the Candidate as well as Father/Guardian
- Monthly income certificate of Father/ Guardian
- Domicile Certificate
- The University will display a list of the provisionally selected candidates on the University
Notice Board and/or the University website.
- The selected candidates will pay / deposit admission fee and other dues within the notified
dates, Otherwise their admission will automatically stand cancelled.
- After the display of merit list, all the selected applicants are required to bring the original
documents, one set of attested photocopy of these documents and four photographs at the time of
depositing the dues.
- The selected candidates will be admitted provisionally and the verification committee will
confirm admission after the verification of the documents. If at any stage after the admission it
comes to the knowledge of the authorities that the documents presented by the applicant are fake
or there is a misstatement or clerical error in the document, her admission will be cancelled.
- Fee Concession
A total of up to 10% deserving and needy students are granted financial assistance in the form of
100%, 75%, 50% and 25% waiver in tuition fee only.
All the cases of Financial Assistance shall be processed through Financial Assistance
Committee duly constituted.
The concessions are granted for one semester only but continue on the condition that the
performance and the behavior of the student is satisfactory.
- Refund of Fee Policy
The fee once deposited is non-refundable except for the refundable amount of Library security.
However, mentioned below the ‘National Level Fee Refund Policy at Higher Education
Institutions of Pakistan’ as circulated by the HEC, Islamabad vide letter No.10-
1/HEC/A&C/2012/94 dated September 11,2012 is also applicable .If University cannot start any
advertised program due to any valid reason then University will refund full fee.

- Registration of Enrolled Students
After the payment of dues the students are registered by the Registrar and their registration no. is

The record of all the registered students shall be maintained in prescribed manner.
- Migration Policy
Migration from other universities may be allowed, subject to the availability of seats, on the
following grounds;
- Transfer of parents
- Shifting of residence of parents
- Any other un-avoidable circumstances
- Grades/GPA acceptable to the Department concerned
The application for migration shall not be entertained unless signed by the parents along with
documentary proof.
